Την Τετάρτη 4 Ιουλίου 2001, το Ευρωπαϊκό Κοινοβούλιο θα συζητήσει την
Πρόταση Ψηφίσματος "για την κατάτσαση των θεμελιωδών δικαιωμάτων στην ΕΕ το
2000" που βασίζεται σε προσαρτόμενη έκθεση της Επιτροπής Ελευθεριών και
Δικαιω΅άτων των Πολιτών, Δικαιοσύνης και Εσωτερικών Υποθέσεων (Εισηγητής :
Thierry Cornillet).

"It seems that certain minorities are still experiencing difficulties in
Greece in particular (the
Muslim minority in Western Thrace does not enjoy full freedom of expression
or full control
over its schools, while the Albanian community is a frequent target of

"The situation of the Roma is particularly disturbing in two EU Member
States, Italy and
Greece.... According to the Human Rights Watch report (2001), the Roma
community in Greece has
suffered ill-treatment, notably in the form of brutal expulsions in the
vicinity of Athens in
preparation for the 2004 Olympic Games, as well as in other cities
(Thessaloniki), acts of
violence which went unpunished, with no effort made to put forward
equitable proposals for
rehousing the expelled communities. In addition to forced expulsions, the
Roma are often
victims of police brutality and many do not have Greek nationality even

"- non-respect of final judicial decisions by the administration
In the Memorandum from 14 September 2000 (CM/Inf(2000)51 Committee of
Ministers, Council of Europe)
the Committee of Ministers expresses its concern about the refusal of
several branches
of the administration in Greece to abide by final and executable decision
of Greek tribunals.
The committee mentions - inter alia - its judgements Hornsby v. Greece,
March 2000 and
Georgiadis Dimitrios v. Greece, June 2000 and points out that several other
cases of that kind are pending
before the European Court of Human Rights. It was already previously
suggested to the Greek authorities
to consider improvements of the system of civil and administrative
responsibility of officials especially in
case they oppose illegally to the execution of judicial decisions. The
adoption of an Interim
Resolution is reiterated since it could support the efforts undertaken by
the judicial authorities
to abide by the judgements of the European Court of Human Rights and any
current
legislative projects and prompt the Greek government to take urgent
measures concerning
obvious illegal conduct of certain parts of the administration." (p. 113
